ASSIST IN MEETING THE BEHAVIORAL HEALTH NEEDS OF PERSONS RESIDING PRIMARILY IN NORTHERN NEW YORK STATE. ASSISTANCE IS PROVIDED IN THE FORM OF PLANNING AND ADMINISTRATIVE COORDINATION FOR A NETWORK OR ORGANIZATIONS THAT PROVIDE BEHAVIORAL HEALTH CARE.

HEALTH REFORMTHE NETWORK'S SYSTEM REFORM EXPENSES INCLUDE ASSISTING MEMBER AGENCIES IN PREPARING FOR THE TRANSITION FROM FEE FOR SERVICE TO A MANAGED CARE ENVIRONMENT. OBJECTIVES INCLUDED UNDERSTANDING CONTRACTING REQUIREMENTS OF MANAGED CARE ORGANIZATIONS, IMPLEMENTATION OF EVIDENCE BASED PRACTICES, AND DEVELOPMENT OF VALUE BASED PAYMENT (RISK SHARING) BEHAVIORAL HEALTH PRODUCTS AND SERVICES.REGIONAL HEALTH PLANNING ACTIVITIES WERE ALSO INCLUDED IN THIS FUNCTIONAL AREA. THIS FUNCTIONAL AREA WAS PRIMARLY FUNDED THROUGH A NYS DOH GRANT. THESE ACTVITIES WERE ACCOMPLISHED THROUGH EXECUTIVE LEVEL EDUCATIONAL PROGRAMMING, ENGAGEMENT OF CONSULTANTS TO MEET WITH MEMBERS, AND STAFF PARTICIPATION IN REGIONAL PLANNING ACTIVITES. SOME INDIVIDUAL MANAGEMENT CONSULTING ALSO TOOK PLACE UNDER THIS CATEGORY AND WAS PROVIDED ON A FEE FOR SERVICE BASIS THROUGH NORTH COUNTRY MANAGEMENT SERVICES. NCBHN WORKED WITH A NUMBER OF MEMBER AGENCIES TO DEVELOP THE PEER INTEGRATED CARE (PIC) DEMONSTRATION PROJECT. PIC IS A VALUE BASED PAYMENT/SHARED SAVINGS MODEL THAT ENGAGES LIVED EXPERIENCE PEERS WITH HIGH UTILITZERS OF EMERGENCY DEPARTMENTS. THE MODEL FOCUSES ON INDIVIDUALS WHO ARE ADMITTED TO THE EMERGENCY DEPARTMENT SIX OR MORE TIMES PER YEAR. NCBHN WORKED TO DEVELOP A PARTNERSHIP WITH A MAJOR MANAGED CARE ORGANIZATION BUT THESE EFFORTS WERE INTERRUPTED WITH THE ONSET OF THE COVID-19 PANDEMIC.
