HOUSING DEVELOPMENT SERVICES PROGRAMHAC'S ON-GOING HOUSING DEVELOPMENT SERVICES PROGRAM INCLUDES THREE COMPONENTS: 1)TECHNICAL ASSISTANCE TO COMMUNITY ORGANIZATIONS, AFFORDABLE HOUSING COMMITTEES, HUMAN SERVICE AGENCIES AND EMERGING AFFORDABLE HOUSING DEVELOPERS; 2) PARTICIPATING AS NON-PROFIT SPONSORS WITH FOR PROFIT DEVELOPERS IN THE DEVELOPMENT OF LOW AND MODERATE INCOME HOUSING; AND 3) SERVING AS SOLE DEVELOPER OF SMALL SCALE LOW AND MODERATE INCOME HOUSING. HAC'S TECHNICAL ASSISTANCE AND SPONSORSHIP FACILITATED THE DEVELOPMENT OF APPROXIMATELY 475 HOUSING UNITS FOR LOW AND MODERATE INCOME HOUSEHOLDS DURING 2021. HAC DID NOT DEVELOP ON ITS OWN IN 2021.
AFFIRMATIVE MARKETINGHAC CONTINUED AS MARKETING CONSULTANT FOR THE COUNTY OF WESTCHESTER AND CITY OF NEW ROCHELLE DURING 2021. HAC MARKETED COUNTY-FUNDED DEVELOPMENTS AND INCLUSIONARY DEVELOPMENTS IN MUNICIPALITIES THAT HAD DELEGATED ADMINISTRATION TO THE COUNTY IN ACCORDANCE WITH WESTCHESTER COUNTY HOUSING DEVELOPMENT AFFIRMATIVE FAIR HOUSING MARKETING PLAN REQUIREMENTS AND IN NEW ROCHELLE IN ACCORDANCE WITH THE CITY'S REQUIREMENTS. IN ADDITION, HAC MARKETED SEVERAL DEVELOPMENTS UNDER NEW YORK STATE'S SMALL BUILDING PARTICIPATION LOAN PROGRAM. HAC PREPARES AFFIRMATIVE MARKETING PLANS, MARKETS THE AFFORDABLE UNITS, INCLUDING OUTREACH TO PEOPLE LEAST LIKELY TO APPLY, CONDUCTS LOTTERIES, MAINTAINS OCCUPANCY AND WAITING LISTS, AND IN SOME CASES QUALIFIES THE APPLICANTS FOR OCCUPANCY. IN 2021, HAC CONDUCTED THE INITIAL MARKETING OF APPROXIMATELY 320 UNITS IN WESTCHESTER COUNTY, POUGHKEEPSIE AND ALBANY.
RELOCATION HAC PROVIDES RELOCATION ASSISTANCE TO HELP PUBLIC AND PRIVATE ENTITIES TEMPORARILY OR PERMANENTLY RELOCATE LOW AND MODERATE INCOME HOUSEHOLDS DUE TO THEIR BUILDINGS UNDERGOING REHABILITATION OR DEMOLITION. IN 2021 HAC CONTINUED TO ASSIST THE GREENBURGH HOUSING AUTHORITY TEMPORARILY RELOCATE ITS TENANTS UNDER ITS SCATTERED SITE REDEVELOPMENT PROGRAM WHICH INVOLVED THE PHASED RE-DEVELOPMENT AND PRIVATIZATION OF FIVE PUBLIC HOUSING SITES IN THE TOWN OF GREENBURGH. HAC'S SERVICES INCLUDED IDENTIFYING TEMPORARY HOUSING UNITS, SCHEDULING MOVE-OUT'S AND MOVE-BACK'S, INFORMING TENANTS OF REDEVELOPMENT PLANS AND THEIR OPTIONS, SERVING AS LIAISON WITH SCHOOL DISTRICTS, MANAGERS OF THE TEMPORARY HOUSING, AND OTHER MEMBERS OF THE DEVELOPMENT TEAM, AND HANDLING THE FINANCIAL ADMINISTRATION OF THE RELOCATION FUNDS.
