TO MAINTAIN AN ORGANIZATION OF THE UTILITY REGULATORY AGENCIES OF THOSE STATES AND THE DISTRICT OF COLUMBIA (COLLECTIVELY "OPSI") WITHIN WHICH PJM INTERCONNECTION, LLC ("PJM") PROVIDES OR OVERSEES ELECTRIC TRANSMISSION, MARKET MAINTENANCE AND MONITORING, RELIABILITY, SECURITY AND OTHER TRANSMISSION SYSTEM OPERATING SERVICES AS A REGIONAL TRANSMISSION OPERATOR ("RTO") AS APPROVED BY THE FEDERAL ENERGY REGULATORY COMMISSION ("FERC").
