THE PURPOSES OF THE PROGRAM ARE TO: (1) REDUCE THE NUMBER AND SEVERITY OF DISPUTES, (2) PROVIDE THOSE CLAIMING WORKERS COMPENSATION INJURIES WITH IMPROVED ACCESS TO HIGH-QUALITY MEDICAL TREAMENT AND PROMPT COMPENSATION, (3) PROVIDE A BETTER METHOD TO RESOLVE DISPUTES, (4) PROVIDE WORKER'S COMPENSATION COVERAGE IN A WAY THAT IMPROVES LABOR-MANAGEMENT RELATIONSHIPS, JOB SECURITY AND ORGANIZATIONAL EFFECTIVENESS, AND (5) PROVIDE THE FOREGOING ON A STABLE AND LONG TERM BASIS.
