THIS INCLUDES THE PROMOTION OF THE GENERAL WELFARE AND PROSPERITY OF THE CITY, COUNTY AND ITS SURROUNDING TERRITORY, AND THE STIMULATION OF PUBLIC SENTIMENT TO THESE ENDS.
