CSS WAS FORMED TO EMPOWER AND EDUCATE PUBLIC INTEREST ORGANIZATIONS ABOUT THE RULEMAKING PROCESS AND HOW TO ENGAGE IN IT EFFECTIVELY. CSS WILL BE OPERATED EXCLUSIVELY FOR CHARITABLE, EDUCATIONAL, AND SCIENTIFIC PURPOSES.
