CO-FOUNDED BY ACTOR AND DIRECTOR LIEV SCHREIBER, FORMER EXECUTIVE LEADERS OF DOCTORS WITHOUT BORDERS, FILMMAKERS, AND SOCIAL ENTREPRENEURS IN MARCH 2022, BLUECHECK UKRAINE (WWW.BLUECHECK.IN) WAS INITIALLY ESTABLISHED TO FIND AND FUND HIGHLY EFFECTIVE UKRAINIAN HUMANITARIAN ORGANIZATIONS RESPONDING TO THE CONSEQUENCES OF THE DEVASTATING RUSSIAN INVASION. WHAT BLUECHECK EXPERIENCED AND UNCOVERED WAS A GAP IN EMERGENCY RESPONSE: LOCAL ORGANIZATIONS WERE PROVIDING THE BULK OF THE HUMANITARIAN AID AND TAKING IMMENSE RISKS TO REACH THE FRONTLINE COMMUNITIES UNDER SIEGE BUT WERE RECEIVING A FRACTION OF THE INTERNATIONAL HUMANITARIAN FUNDING AND WERE LARGELY CUT OUT OF GOVERNMENTAL AND MULTILATERAL FUNDING OPPORTUNITIES DUE TO HIGH LEVELS OF BUREAUCRACY. DESPITE AN INCREDIBLE AMOUNT OF SUPPORT FROM PUBLIC AND PRIVATE SOURCES IN 2022 AND 2023, THE RESEARCH ORGANIZATION, HUMANITARIAN OUTCOMES, FOUND IN JUNE 2022 THAT THE LOCAL UKRAINIAN ORGANIZATIONS DELIVERING VIRTUALLY ALL OF THE HUMANITARIAN AID IN UKRAINE AT THAT TIME HAD RECEIVED ONLY 0.24% OF THE DIRECT DONATIONS TO UKRAINE - LESS THAN $6.5 MILLION. LOCAL UKRAINIAN ORGANIZATIONS AND VOLUNTEERS - NOT INTERNATIONAL AID ORGANIZATIONS - DELIVER A MAJORITY OF HUMANITARIAN AID IN THE COUNTRY, AND MEMBERS OF THOSE GROUPS CONTINUE TO SUFFER THE GREATEST RISKS AND CASUALTIES - AND YET, EVEN A YEAR LATER IN 2023 HUMANITARIAN OUTCOMES UPDATED RESEARCH SHOWS THESE GROUPS ARE NOT RECEIVING THE APPROPRIATE SHARE OF RESOURCES AND FUNDING.HOWEVER, WHEN PROVIDED WITH FLEXIBLE FUNDING, THESE LOCAL ORGANIZATIONS HAD THE CULTURAL UNDERSTANDING, NETWORKS, AND FLEXIBILITY TO MEET AND ADDRESS URGENT AND LIFE-THREATENING NEEDS. THESE ARE THE FRONT-LINE GROUPS THAT ARE UNIQUELY ABLE TO ACHIEVE SOLUTIONS FOR THEIR COMMUNITIES, BUT THEY ARE INSUFFICIENTLY RESOURCED THROUGH OUR CURRENT HUMANITARIAN SYSTEM.IN JANUARY 2023, BLUECHECK CHARITABLE FOUNDATION WAS ESTABLISHED AS A 501C3 TAX-EXEMPT, NON-PROFIT, NON-GOVERNMENTAL AGENCY. BLUECHECK NOW HAS THE POTENTIAL TO EXPAND THE MODEL OF BLUECHECK UKRAINE TO A GLOBAL SOLUTION FOR IDENTIFYING, VETTING, AND FAST-TRACKING FINANCIAL SUPPORT (WITH STREAMLINED AND LIGHT LIFT REPORTING REQUIREMENTS) TO LOCAL ORGANIZATIONS RESPONDING TO HUMANITARIAN AND NATURAL DISASTERS AROUND THE WORLD.
