FULL SERVICE PARTNERSHIP/WRAPAROUND YOUTH MENTAL HEALTH PROGRAMPROJECT FOCUS IS A FULL SERVICE PARTNERSHIP WRAPAROUND MENTAL HEALTH SERVICES TO APPROXIMATELY 165 CHILDREN, TRANSITIONAL AGE YOUTH, AND 660 MEMBERS OF THEIR FAMILIES. SERVICES PROVIDED INCLUDE INTENSIVE CASE MANAGEMENT, COUNSELING AND SUPPORT, LINKAGE TO PSYCHIATRIC SERVICES, MENTORING, AND SUPPORTIVE SERVICES INCLUDING ACCESS TO EDUCATION, HOUSING, EMPLOYMENT SUPPORT, MEDICAL CARE, TRANSPORTATION AND OTHER SERVICES FOR YOUTH AND THEIR FAMILIES. THE PROGRAM IS FUNDED BY THE COUNTY OF ORANGE, HEALTH CARE AGENCY THROUGH THE MENTAL HEALTH SERVICES ACT (PROPOSITION 63) FUNDS AND FOCUSES UPON SEVERELY MENTALLY ILL OR SEVERELY EMOTIONALLY DISTURBED YOUTH AND THEIR FAMILIES. THE PROGRAM PROVIDES AT LEAST 5 DAYS A WEEK FROM 9:00 AM TO 5:30 PM; HOWEVER, EMERGENCY SERVICES ARE AVAILABLE 24/7. OCAPICA PROVIDED SUBCONTRACT TO KOREAN COMMUNITY SERVICES FOR A TOTAL AMOUNT OF $312,808.
MENTAL HEALTH PREVENTION AND EARLY INTERVENTION OUTREACH AND ENGAGEMENTOCAPICA'S MENTAL HEALTH PREVENTION AND EARLY INTERVENTION OUTREACH AND ENGAGEMENT PROGRAM IS FUNDED BY THE COUNTY OF ORANGE, HEALTH CARE AGENCY THROUGH THE MENTAL HEALTH SERVICES ACT FUNDS. PEI PROVIDES SHORT TERM MENTAL HEALTH INTERVENTION SERVICES INCLUDING EDUCATION, OUTREACH, NAVIGATION, SHORT TERM THERAPY, SUPPORT GROUPS, AND COMMUNITY EVENTS. CLINICIANS AND OUTREACH AND INTERVENTION SPECIALISTS ARE AVAILABLE TO SERVE ANY AGE GROUP AND ASSIST THEM WITH SERVICES OR REFERRALS RELATED TO MENTAL HEALTH. SERVICES ARE PROVIDED AT OCAPICA OR IN THE COMMUNITY, SCHOOLS, HOMES, OR BUSINESSES. IN 2021 (FROM JANUARY TO DECEMBER IN NORTH AND SOUTH REGIONS OF ORANGE COUNTY), PEI SERVED APPROXIMATELY 49,490 COMMUNITY MEMBERS THROUGHOUT ORANGE COUNTY WITH OUTREACH AND EDUCATION, 266 WITH REFERRALS AND ASSISTANCE, AND PROVIDED MENTAL HEALTH COUNSELING/INTERVENTIONS TO 631 INDIVIDUALS. IN ADDITION, OCAPICA ACCEPTED REFERRALS OF PARTICIPANTS FROM 100+ RESOURCES IN ORANGE COUNTY TO THE PROGRAM.
COVID-19 COMMUNITY OUTREACH AND ENGAGEMENT SERVICES (CCOES)OCAPICA LEADS THE ASIAN AND PACIFIC ISLANDER COVID-19 TASK FORCE FOR THE COUNTY AND WORKS WITH 12 ADDITIONAL COMMUNITY ORGANIZATIONS TO OUTREACH TO THE AAPI COMMUNITIES RELATED TO COVID-19. ORIGINALLY GRANTED IN 2020, WE WERE ABLE TO RECEIVE ADDITIONAL FUNDS TO CONTINUE OUR WORK ON COVID-19 PREVENTION AND SUPPORT. OCAPICA AND ITS PARTNERS WERE ABLE TO EDUCATE MORE THAN 722,360 COMMUNITY MEMBERS ABOUT COVID, TESTED 22,517 COMMUNITY MEMBERS, AND VACCINATED 17,927 OLDER ADULTS, LOW WAGE WORKERS, SPIRITUAL LEADERS, YOUTH, AND IMMIGRANTS AND REFUGEES. WE FOCUSED ON COMMUNITY MEMBERS WHO DIDN'T HAVE ACCESS TO COVID-19 VACCINE THROUGH OTHER MEANS AND WHO SPOKE ENGLISH AS A SECOND LANGUAGE AND NEEDED SERVICES IN LANGUAGE.
SOCIAL SERVICES AGENCY/CALWORKS EMPLOYMENT PROJECTTHE SSA/CALWORKS EMPLOYMENT PROJECT FOCUSES ON INDIVIDUALS WHO HAVE BEEN REFERRED TO THE CALWORKS WELFARE-TO WORK (WTW) PROGRAM; THESE PARTICIPANTS NEED TO DESIGNATE A CERTAIN AMOUNT OF HOURS TO JOB READINESS ACTIVITIES IN ORDER TO CONTINUE RECEIVING THEIR PUBLIC ASSISTANCE. THE WTW PROGRAM IS DESIGNED TO GET PARTICIPANTS JOB READY AND TO ASSIST PARTICIPANTS IN OBTAINING AND MAINTAINING UNSUBSIDIZED EMPLOYMENT. SUCH ACTIVITIES TO MAKE PARTICIPANTS MORE JOB READY AND MORE EMPLOYABLE INCLUDE THE EMPLOYMENT PREPARATION PROGRAM (EPP), WORK EXPERIENCE PROGRAM (WEX), AND THE VOCATIONAL TRAINING PROGRAM (VTR). OCAPICA IN PREVIOUS PROGRAM YEARS HAD BETWEEN 200-300 PARTICIPANTS ENROLLED IN EITHER EPP, WEX, OR VTR. HOWEVER, IN 2021, THE EPP, WEX, AND VTR PROGRAMS WERE ONLY ABLE TO SERVICE 103 PARTICIPANTS AS THE PROGRAMS CONTINUED TO BE GREATLY IMPACTED BY THE PANDEMIC. PARTICIPANTS CONTINUED TO BE UNABLE TO WORK OR ATTEND SCHOOL DUE TO ONGOING CHILDCARE AND SCHOOL CLOSURES. CONSEQUENTLY, OCAPICA WAS NOT ABLE TO IMPLEMENT PAYROLL OR PAY OUT TUITIONS FOR THE USUAL AMOUNT OF PARTICIPANTS AND EXPENDITURES CONTINUED TO BE LOWER IN 2021. WE WERE ABLE TO ASSIST 90% OF ALL REFERRALS SENT TO US BY OC SOCIAL SERVICES AGENCY, WITH THE REMAINING 10% NOT BEING ELIGIBLE FOR WORKFORCE SERVICES DUE TO VARIOUS REASONS.ADDITIONAL PROGRAMSIN 2021, OCAPICA RECEIVED ADDITIONAL FUNDING FROM PRIVATE FOUNDATIONS SUCH AS, SIERRA HEALTH FOUNDATION TO REACH LOW WAGE ESSENTIAL WORKERS WITH COVID-19 EDUCATION AND CONTINUALLY EXPANDED OUR COVID-19 OUTREACH AND ENGAGEMENT. IN ADDITION, THE AGENCY RECEIVED FUNDING FROM THE CITY OF GARDEN GROVE AND THE CITY OF IRVINE FOR HOMELESSNESS PREVENTION AND RAPID REHOUSING FOR COMMUNITY MEMBERS IMPACTED BY THE PANDEMIC AND WHO WERE NOT ABLE TO PAY THEIR RENT OR WERE HOMELESS AND NEEDING SUPPORT.OCAPICA IS FISCAL SPONSOR TO THE ORANGE COUNTY CIVIC ENGAGEMENT TABLE (OCCET) WHICH IS A PARTNERSHIP OF SEVERAL COMMUNITY-BASED ORGANIZATIONS INCLUDING OCAPICA. THE FOCUS OF OCCET IS TO CONDUCT NONPARTISAN INTEGRATED VOTER ENGAGEMENT WITH UNDERSERVED COMMUNITIES. SEVERAL FOUNDATIONS HAVE SUPPORTED THE WORK OF OCCET FOR 2021 AND BEYOND TO BUILD THE PARTNERSHIP'S CAPACITY AND TO FUND NONPARTISAN VOTER AND REDISTRICTING WORK. IN 2022, OCCET WILL MOVE FROM OCAPICA'S FISCAL SPONSORSHIP TO BE ITS OWN NONPROFIT ENTITY.
