SCIENTIFC AND ENGINEERING FOCUS IS DIGITAL COMMUNICATIONS FOR AMATEUR RADIO, BOTH SPACE AND TERRESTRIAL.

THE LARGEST PROGRAM SERVICE AS MEASURED BY EXPENSE FOR 2022 WAS THE M17 PROJECT, AN OPEN SOURCE DIGITAL VOICE AND DATA PROTOCOL FOR AMATEUR RADIO USE. EXPENSES FOR 2022 WERE FOR LABORATORY AND TEST EQUIPMENT. PROGRAM ACTIVITY IS ENGAGED IN THE DESIGN OF DIGITAL WAVEFORMS SUITABLE FOR VHF/UHF NARROWBAND COMMUNICATIONS, ADAPTATION OF THE DESIGN FOR EDUCATIONAL SETTINGS, AND EXTENSION FROM VHF/UHF TO MICROWAVE BANDS.
THE LARGEST PROGRAM SERVICE AS MEASURED BY EXPENSE FOR 2022 WAS REFUNDING UNUSED MONEY FOR THE M17 PROJECT. ALL CAPITAL EXPENSES FOR THE M17 PROJECT WERE COMPLETED. ALL OF THE GOALS IN THE CONTRACT FOR THE GRANT WERE MET. WORK WAS DONE AHEAD OF SCHEDULE AND UNDER BUDGET. INSTEAD OF CONTINUING THE HIGHLY SUCCESSFUL RELATIONSHIP WITH ORI, M17 DECIDED TO ACCEPT AN INFORMAL OFFER FOR ADDITIONAL MONEY FROM THE GRANT-MAKING FOUNDATION (ARDC). THIS OFFER WAS EXTENDED TO M17 ONLY IF M17 STOPPED WORKING WITH ORI. THESE COMMUNICATIONS WERE MADE IN SECRET, FROM ARDC TO M17, BYPASSING ORI AS THE FISCAL SPONSOR OF RECORD. M17'S TEAM LEADERSHIP COLLUDED WITH ARDC, CANCELED THE CONTRACT WITH ORI, AND THEN ASKED FOR THE REMAINDER OF THE GRANT MONEY TO BE TURNED OVER TO AN ACCOUNT PERSONALLY CONTROLLED BY M17 LEADS. THIS REQUEST WAS DECLINED, AS THE CONTRACT CLEARLY STATED THAT UNUSED MONIES BE RETURNED TO ARDC. THOSE MONIES WERE RETURNED.
THE SECOND LARGEST PROGRAM SERVICE AS MEASURED BY EXPENSE WAS THE PHASE 4 DIGITAL MULTIPLEXING TRANSPONDER, OR P4DX. EXPENSES FOR 2022 INCLUDED DVB-S2/X ENCODER FPGA IP, DVB-S2/X DECODER IP, SCHEDULER DEVELOPMENT, UPLINK DEVELOPMENT AND INTEGRATION. THREE REMOTE LABS, WHICH ARE WORKBENCHES WITH TEST EQUIPMENT AND FPGA DEVELOPMENT STATIONS FOR USE BY THE GENERAL PUBLIC FOR OPEN SOURCE WORK AT NO COST WERE DEPLOYED. REMOTE LABS UK, REMOTE LABS WEST, AND REMOTE LABS SOUTH ARE THE THREE OPERATIONAL LABORATORIES. REGULATORY WORK INCLUDED EAR CLASSIFICATION AND A SUCCESSFUL ADVISORY OPINION REQUEST. REGULATORY WORK SUCCESSFULLY OPENED UP A REGULATORY PATH FOR OPEN SOURCE SATELLITE WORK BEING FREE OF BOTH ITAR AND EAR.
THE SECOND LARGEST PROGRAM SERVICE AS MEASURED BY EXPENSE FOR 2022 WAS THE HAIFURAIYA OPEN SOURCE COMMUNICATIONS SATELLITE PROJECT. THIS HIGH EARTH OR GEOSYNCHRONOUS ORBIT DESIGN IS A MICROWAVE DIGITAL MULTIPLEXED DESIGN SUITABLE FOR USE ON THE AMATEUR RADIO BANDS. IT CAN ALSO BE DEPLOYED TERRESTRIALLY. THE DESIGN IS MODERN, INNOVATIVE, AND EDUCATIONAL. THE PROJECT HAS PROVIDED THE OPPORTUNITY FOR DOZENS OF PARTICIPANTS TO GET HANDS-ON PRACTICAL KNOWLEDGE OF ADVANCED DIGITAL SIGNAL PROCESSING AND COMMUNICATIONS TECHNIQUES AT NO COST TO THE INDIVIDUAL.
