THE CHARTER ESTABLISHES LOCAL RESPONSIBILITY FOR LEADERSHIP, ADMINISTRATION AND SUPERVISION OF THE GIRL SCOUTS PROGRAMS. THE COUNCIL PROVIDES PROGRAMS FOR GIRLS AGES 6 TO 17 DESIGNED TO BUILD CHARACTER AND A STRONG VALUE SYSTEM.
