PRIMARY EXEMPT PURPOSE IS THAT OF PLANNING AND TAKING STEPS LEADING TO COMPREHENSIVE STATE AND COMMUNITY ACTION TO COMBAT ALL FORMS OF MENTAL RETARDATION AND OTHER DEVELOPMENTAL DISABILITIES. THE SERVICES ARE FUNDED TO A GREAT DEGREE BY CONTRACTS ENTERED INTO WITH THE ALABAMA DEPARTMENT OF MENTAL HEALTH.
