HMIS PROGRAM THE HOMELESS MANAGEMENT INFORMATION SYSTEM PROVIDES A SHARED ELECTRONIC CASE MANAGEMENT SYSTEM INCLUDING SOFTWARE, HAREWARE, INTERNET SERVICE AS APPROPRIATE, AND ALL TRAINING TO VARIOUS HOMELESS SERVICE PROVIDERS IN THE EFFORT TO END HOMELESSNESS. HMIS IS MANDATED BY THE US DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT IN AN ATTEMPT TO QUANTIFY HOMELESSNESS, TO TRACK SERVICES PROVIDED BY COMMUNITY AGENCIES, AND REPORT PROGRESS TOWARDS ENDING HOMELESSNESS. ONE ROOF IS THE HMIS LEAD ENTRY FOR CENTRAL ALABAMA THAT MANAGES THE PROGRAM INFORMATION SYSTEM OF THE SOUTHEAST PROMISSE, A SHARED HMIS PLATFORM UTILIZED BY HUD CONTINUUMS OF CARE AND HOMELESS SERVICE PROVIDERS ACROSS THE STATE OF ALABAMA AND THE FLORIDA PANHANDLE. A TOTAL OF 70 AGENCIES PARTICIPATE IN PROMISSE WITH MORE THAN 450 END USERS IN THE SYSTEM.
COORDINATED ASSESSMENT ONE ROOF OPERATES AND OVERSEES THE COORDINATED ASSESSMENT/ENTRY PROGRAM FOR CENTRAL ALABAMA. COORDINATED ASSESSMENT IS A HUD MANDATED PROGRAM DESIGNED TO PROVIDE EASY ASSESS TO HOMELESS SERVICES, QUICKLY ASSESS THE VULNERABILITIES OF PERSONS SEEKING ASSISTANCE, PRIORITIZE PERSONS WITH THE HIGHEST NEEDS AND VULNERABILITIES, AND APPROPRIATELY REFER INDIVIDUALS AND FAMILIES TO SERVICE PROVIDERS WITHIN THE COMMUNITY. SERVING AS A CLEARINGHOUSE FOR HOMELESS SERVICES, COORDINATED ASSESSMENT HELPS ENSURE PERSONS WITH THE HIGHEST NEEDS AND VULNERABILITIES TO CONTINUED HOMELESSNESS ARE PRIORITIZED FOR ASSISTANCE. AS PART OF THE COORDINATED ASSESSMENT/ENTRY PROGRAM, ONE ROOF PARTNERS WITH THE YWCA OF CENTRAL ALABAMA AND THE STATE OF ALABAMA IN THE AMERICORPS PROGRAM, A NATIONAL SERVICE INITIATIVE PLACING AMERICORPS SERVICE MEMBERS WITH NONPROFT AGENCIES TO HELP EXPAND THEIR CAPACITY. ONE ROOF HAS 4 AMERICORPS SERVICE MEMBERS WHO ASSIST WITH THE COORDINATED ASSESSMENT PROGRAM. COORDINATED ASSESSMENT IS ALSO HOME FOR A STREET OUTREACH TEAM AND A SOAR SOCIAL WORKER.
SHELTER ONE ROOF PROVIDES A NUMBER OF SHELTER PROGRAMS. IN RESPONSE TO THE COVID-19 OUTBREAK, ONE ROOF OPERATED A SHELTER FOR HOMELESS INDIVIDUALS ON A TEMPORARY-BASIS TO ENSURE ADEQUATE QUARANTINE SPACE FOR INDIVIDUALS ENTERING EXISTING CONGREGATE SHELTERS. IN ADDITION, ONE ROOF PROVIDES HOTEL VOUCHERS TO HOMELESS INDIVIDUALS WITH COVID-19 UNTIL THEY CAN SAFELY ENTER CONGREGATE SHELTERS. ALSO, THROUGH SUB-GRANTS, ONE ROOF ASSISTS LOCAL EMERGENCY SHELTERS IN PROVIDING SHELTER SERVICE. AND, FINALLY, ONE ROOF STAFFS THE LOCAL WARMING STATION WHEN TEMPERATURES DROP BELOW FREEZING.
