LAND MANAGEMENT: CONTRIBUTED FUNDS TO PROJECTS CONCERNING THE PRODUCTION OF FOOD AND ENERGY CROPS, INCLUDING THE INSTALLATION OF PLASTICULTURE GARDENS. WATER MANAGEMENT: PROVIDED FUNDS TO PROMOTE THE CONSERVATION, USE AND QUALITY OF WATER; THE MITIGATION OF FLOODS FOR FLOOD CONTROL STRUCTURES AND CONDUCTED 11 PROJECTS THAT PROMOTE THIS ISSUE.
