PROVIDED INDIVIDUAL AWARDS TO ACTIVE DUTY MILITARY OFFICERS AND ENLISTED PERSONNEL FOR EDUCATIONAL PURPOSES AS WELL AS OUSTANDING LEADERSHIP, SKILLS AND VALOR. PROVIDED ORGANIZATIONAL AWARDS FOR EDUCATIONAL AND RECOGNITION PURPOSES.
