THIS IS ACCOMPLISHED BY PROVIDING A FACILITY TO HOUSE ROWING PROGRAMS, TO SPONSOR A HIGH SCHOOL ROWING ORGANIZATION, AND TO PROVIDE INSTRUCTION AND EQUIPMENT FOR ROWER'S WITH SPECIAL NEEDS.
