CONTINUING PROGRAMS BEGUN IN 2007 TO ASSIST THE PEACE ENFORCEMENT MISSION IN SOMALIA AUTHORIZED UNDER CHAPTER VII OF THE UNITED NATIONS CHARTER. IN 2020, PARTICULAR ACCOMPLISHMENTS CENTERED ON BUILDING RESPONSIBLE AND PROFESSIONAL SOMALI MILITARY INSTITUTIONS, WHICH RESPECT HUMAN RIGHTS, ENGAGE CONSTRUCTIVELY WITH LOCAL COMMUNITIES (INCLUDING VIA MEDICAL OUTREACH), AND ARE CAPABLE OF ASSUMING RESPONSIBILITY FOR THEIR COUNTRY'S SECURITY AT SUCH TIME AS INTERNATIONAL FORCES WITHDRAW. THESE PROGRAMS ALSO IMPROVED THE CAPACITY OF SIX EAST AFRICAN COUNTRIES TO PREDICT, PREVENT, AVOID, DETECT, AND MITIGATE DANGER FROM IMPROVISED EXPLOSIVE DEVICES (IED).
MEDICAL PROGRAMS THAT BEGAN IN 2012 TO DELIVER HEALTH SERVICES RANGING FROM PREVENTIVE CARE TO TRAUMA SURGERY FOR CIVILIANS AND MILITARY PERSONNEL SUFFERING FROM A QUARTER-CENTURY OF IRREGULAR WARFARE, AND THE RESULTING TOTAL COLLAPSE OF THE PUBLIC HEALTH INFRASTRUCTURE. DURING 2020, THESE PROGRAMS ENABLED DELIVERY OF HUMANITARIAN AID, INCLUDING MORE THAN $10,000 IN MEDICINE, TO PEOPLE WHO HAD PREVIOUSLY LACKED ACCESS TO FOOD, HEALTH CARE, AND JUSTICE INSTITUTIONS AND SUPPORTED EFFORTS TO RESCUE CIVILIANS THREATENED BY ILLEGAL ARMED GROUPS. SPECIFIC ACCOMPLISHMENTS INCLUDED THE TREATMENT AND AEROMEDICAL EVACUATION OF MORE THAN 1100 SOLDIERS AND CIVILIANS; DIRECT MEDICAL CARE FOR MORE THAN 7,000 SOLDIERS AND CIVILIANS; AND TRAINING TO MORE THAN 600 MEDICAL PERSONNEL.
HUMANITARIAN ASSISTANCE AND PROTECTION OF CIVILIANS IN EXTREMIS. IN 2020, THIS INVOLVED SUPPORTING FOREIGN GOVERNMENTS' EFFORTS TO AID HUMANITARIAN WORKERS WHO HAD BECOME TRAPPED IN HOSTILE AREAS DUE TO LANDMINES, IMPROVISED EXPLOSIVES AND HOSTILE NONSTATE ACTORS.
