THE MISSION OF THE ORGANIZATION IS TO RAISE, MANAGE AND DISBURSE FUNDS TO CONDUCT AND IMPLEMENT RESEARCH AND EDUCATION PROGRAMS TO IMPROVE THE KNOWLEDGE, UNDERSTANDING AND SKILLS IN TECHNICAL AND MANAGEMENT AREAS RELATED TO ASPHALT DESIGN AND CONSTRUCTION.

ASPHALT INDUSTRY SCHOLARSHIP PROGRAM: THE ASPHALT INDUSTRY SCHOLARSHIP PROGRAM WAS INITIATED IN 1994 TO ENCOURAGE YOUNG PEOPLE TO TAKE ELECTIVE COURSES IN ASPHALT TECHNOLOGY AND MANAGEMENT, AND TO ENCOURAGE INSTITUTIONS TO MAKE SUCH COURSES AVAILABLE. ASPHALT COMPANIES AND THE INDUSTRY BENEFIT AS STUDENTS WHO GO ON TO FORGE CAREERS IN PUBLIC WORKS AT THE MUNICIPAL, COUNTY, STATE, AND NATIONAL LEVELS ARE WELL ACQUAINTED WITH ASPHALT TECHNOLOGY.
NAPA CARE PROGRAM: THE NAPA CARE EMERGENCY BENEVOLENT FUND PROVIDES IMMEDIATE FINANCIAL ASSISTANCE TO NAPA MEMBER EMPLOYEE FAMILIES WHO HAVE SUFFERED A FATALITY IN AN ASPHALT WORK ZONE OR PLANT SITE.
PROFESSOR TRAINING PROGRAM: THE PROFESSOR TRAINING PROGRAM IS A FIVE-DAY COURSE CONSISTING OF INTENSIVE LECTURES, LABORATORY EXERCISES, AND DISCUSSIONS TO INVESTIGATE ALL PHASES OF ASPHALT TECHNOLOGY IN CIVIL ENGINEERING PROGRAMS. NCAT OFFERS A SIMILAR ASPHALT ENGINEERING WORKSHOP. THE PROFESSOR TRAINING PROGRAM IS HELD EVERY OTHER YEAR AND ROTATES WITH NCAT'S ASPHALT ENGINEERING WORKSHOP.
