EDUCATION AND TRAINING: IN 2021 PERF HELD 4 SESSIONS OF ITS SENIOR MANAGEMENT INSTITUTE FOR POLICE (SMIP), A LEADERSHIP DEVELOPMENT PROGRAM FOR MID-CAREER POLICE OFFICIALS WHO IN MANY CASES WILL BE TOMORROW'S POLICE CHIEFS. A TOTAL OF 388 STUDENTS ATTENDED THE 2-WEEK SMIP PROGRAM. PERF ALSO RAMPED UP TRAINING OF OFFICERS TO IMPLEMENT PERF'S "ICAT" PROGRAM (INTEGRATING COMMUNICATIONS, ASSESSMENT, AND TACTICS), WHICH HELPS PREVENT UNNECESSARY USE OF FORCE BY POLICE AND PROMOTES BETTER OUTCOMES IN INCIDENTS THAT INVOLVE SUBJECTS WITH MENTAL ILLNESS, DEVELOPMENTAL DISABILITIES, OR OTHER CONDITIONS THAT MAY CAUSE THEM TO BEHAVE UNPREDICTABLY. IN 2021 PERF LAUNCHED A NATIONWIDE TRAINING PROGRAM TO BRING ICAT TRAINING TO POLICE DEPARTMENTS, WITH REGIONAL SESSIONS CONDUCTED IN MAINE, COLORADO, PENNSYLVANIA, FLORIDA, NORTH DAKOTA, TENNESSEE, AND WISCONSIN. IN 2021 PERF ALSO PROVIDED ICAT TRAINING TO INDIVIDUAL AGENCIES IN BUFFALO, NY; MEDFORD, MA; INDIANAPOLIS; VANCOUVER, WA; ATLANTA; NEW YORK CITY; AND OTHER CITIES.
PERF CONDUCTS A RANGE OF RESEARCH PROJECTS AND PUBLISHES FINDINGS IN REPORTS FOR POLICE PRACTITIONERS, THE NEWS MEDIA, AND THE PUBLIC. IN 2020-21, PERF PRODUCED 250 DAILY REPORTS ON ISSUES RELATED TO THE POLICE RESPONSE TO COVID-19, BEST PRACTICES FOR MANAGING LARGE DEMONSTRATONS, IMPLEMENTATION OF ICAT TRAINING TO DEPARTMENTS ACROSS THE COUNTRY, AND SPIKES IN VIOLENT CRIME. PERF ALSO PRODUCED REPORTS ON THE RELATIONSHIP BETWEEN MUNICIPAL AND CAMPUS POLICE DEPARTMENTS; THE ROLE OF POLICE IN REDUCING OPIOID OVERDOSE DEATHS; IDENTIFICATION CARDS FOR IMMIGRANT POPULATIONS; AND OTHER ISSUES.
MANAGEMENT SERVICES - PERF CONTRACTS WITH LOCAL POLICE DEPARTMENTS AND OTHER LOCAL, STATE, AND FEDERAL AGENCIES TO PROVIDE TECHNICAL ASSISTANCE AND MANAGEMENT CONSULTING SERVICES.
