EDUCATION AND TRAINING: IN 2023 PERF HELD 4 SESSIONS OF ITS SENIOR MANAGEMENT INSTITUTE FOR POLICE (SMIP), A LEADERSHIP DEVELOPMENT PROGRAM FOR MID AND SENIOR LEVEL POLICE OFFICIALS WHO IN MANY CASES WILL BE TOMORROW'S POLICE CHIEFS. PERF ALSO RAMPED UP TRAINING OF OFFICERS TO IMPLEMENT PERF'S "ICAT" PROGRAM (INTEGRATING COMMUNICATIONS, ASSESSMENT, AND TACTICS), WHICH HELPS PREVENT UNNECESSARY USE OF FORCE BY POLICE AND PROMOTES BETTER OUTCOMES IN INCIDENTS THAT INVOLVE SUBJECTS WITH MENTAL ILLNESS, DEVELOPMENTAL DISABILITIES, OR OTHER CONDITIONS THAT MAY CAUSE THEM TO BEHAVE UNPREDICTABLY. IN 2023 PERF OPENED ITS NATIONAL ICAT FACILITY IN DECATUR, IL. ICAT TRAININGS ARE HELD MONTHLY AT THE FACILITY. PERF ALSO CONTINUES TO CONTRACT DIRECTLY WITH AGENCIES TO PROVIDE ICAT TRAINING. THESE AGENCIES INCLUDED PHOENIX, AZ; SAN LEANDRO, CA; LOVELAND, CO; FERGUSON, MO; CHICAGO, IL; ST. MARY'S COUNTY, MD; KANSAS CITY, MO; INDIANA UNIVERSITY HOSPITAL SYSTEM; LOS ANGELES COUNTY, CA; FAIRFAX COUNTY, VA; AND WASHINGTON, DC. PERF CONDUCTED REGIONAL TRAININGS IN ROXBORO, NC, FOR THE SOUTH CENTRAL CONNECTICUT CHIEFS ASSOCIATION AND FOR COLORADO POST. PERF ALSO HELD ITS SECOND ANNUAL NATIONAL ICAT CONFERENCE IN SAN DIEGO, CA. IN THE SUMMER OF 2023, PERF EXPANDED ITS PILOT INTERNSHIP PROGRAM WITH EIGHT UNDERGRADUATE STUDENTS AT TWO HISTORICALLY BLACK COLLEGES AND UNIVERSITIES (HBCUS) IN BALTIMORE TO A NATIONAL PROGRAM WITH 30 INTERNS, 29 POLICE AGENCIES IN 15 STATES, AND 13 HBCU'S IN TEN STATES. THE STUDENTS' PAID INTERNSHIPS LASTED EIGHT TO TEN WEEKS AND CULMINATED IN THE COMPLETION OF CAPSTONE PROJECTS.
RESEARCH: PERF CONDUCTS A RANGE OF RESEARCH PROJECTS AND PUBLISHES FINDINGS IN REPORTS FOR POLICE PRACTITIONERS, THE NEWS MEDIA, AND THE PUBLIC. IN 2023, PERF'S RESEARCH TEAM EXAMINED POLICING CIVIL DISTURBANCES; POLICE PARTNERSHIPS WITH LOCAL BUSINESSES AND OTHER CRITICAL ISSUES. IN 2023, PERF PRODUCED REPORTS ON POLICE PURSUITS.
DEMONSTRATION AND TECHNICAL ASSISTANCE: PERF STUDIES BEST PRACTICES AND EMERGING ISSUES IN POLICING. ISSUES ADDRESSED IN 2023 INCLUDED: BODY-WORN CAMERA POLICY; THE RESPONSE TO MENTAL HEALTH-RELATED CALLS; VEHICULAR PURSUIT POLICY; OFFICER RECRUITMENT AND RETENTION; BUILDING PUBLIC TRUST; AND SUPPORTING WOMEN IN POLICE LEADERSHIP.
