FEDERAL AFFAIRS: 2023 WAS A BUSY AND PRODUCTIVE YEAR FOR FEDERAL CLEAN ENERGY POLICY, HIGHLIGHTED BY THE IMPLEMENTATION OF THE INFLATION REDUCTION (IRA). SEIA WORKED CLOSELY WITH ALLIES AND MEMBERS TO ADVOCATE FOR REGULATORY GUIDANCE THAT WOULD ACCOMPLISH THE TARGETS AND GOALS SET FORTH BY THE IRA, AND ENSURE CONSTRUCTS THAT WOULD BE WORKABLE FOR THE INDUSTRY IN ACCELERATING CLEAN ENERGY MANUFACTURING AND DEPLOYMENT. FOLLOWING THE 2022 MIDTERM ELECTIONS, SEIA ESTABLISHED IMPORTANT GROUNDWORK IN THE 118TH CONGRESS ON POST-IRA ISSUES SUCH AS PERMITTING REFORM. SEIA ALSO DEVOTED SIGNIFICANT EFFORT AND RESOURCES IN 2023 TO ITS ADVOCACY AND ENGAGEMENT AT THE FEDERAL ENERGY REGULATORY COMMISSION (FERC), INCLUDING SIGNIFICANT WORK ON THE COMMISSION'S TRANSMISSION REFORM DOCKET.
STATE AFFAIRS: SEIA'S STATE POLICY EFFORTS INCLUDED SEVERAL KEY LEGISLATIVE AND REGULATORY ACCOMPLISHMENTS IN 2023, INCLUDING A FINAL ORDER IN NORTH CAROLINA'S SMART $AVER DOCKET THAT FURTHER SUPPORTS BUILDOUT OF DISTRIBUTED SOLAR, PASSAGE OF A BILL IN COLORADO TO INCREASE THE SPEED AND EFFICIENCY OF SOLAR PERMITS, AND PASSAGE OF A BILL IN MARYLAND MAKING THE STATE'S COMMUNITY SOLAR PROGRAM PERMANENT. SEIA ALSO ENGAGED IN A NUMBER OF ONGOING ISSUES AT THE STATE LEVEL, INCLUDING CALIFORNIA'S TRANSITION TO A NET BILLING TARIFF FOR ROOFTOP SOLAR CUSTOMERS, CONSUMER PROTECTION LEGISLATION IN STATES LIKE NEVADA, PENNSYLVANIA AND NEW YORK, AND SOLAR PANEL RECYCLING AND END-OF-LIFE MANAGEMENT DISCUSSIONS.
PUBLIC AFFAIRS: SEIA'S COMMUNICATIONS AND PUBLIC AFFAIRS APPARATUS HELPED SUPPORT THE ORGANIZATION'S POLICY AND PROGRAMMING GROWTH IN 2023, INCREASING THE ASSOCIATION'S BRAND AWARENESS AS NEW PRODUCTS AND OFFERINGS CAME TO FRUITION SUCH AS SEIA'S NEW ONLINE LEARNING PLATFORM AND ACCREDITATION AS A ANSI-RECOGNIZED STANDARDS-SETTING BODY. SEIA'S PUBLIC AFFAIRS WORK ALSO SUPPORTED A VARIETY OF KEY POLICY OBJECTIVES, INCLUDING THE DEFEAT OF AN ATTEMPT TO USE THE CONGRESSIONAL REVIEW ACT TO PLACE MORE THAN $1 BILLION IN RETROACTIVE TARIFFS ON U.S. SOLAR BUSINESSES.
