PREVENTING & COUNTERING VIOLENT EXTREMISM (P/CVE): WE FOSTER PARTNERSHIPS WITH CIVIL SOCIETY, GOVERNMENTS, THE PRIVATE SECTOR, AND MULTILATERAL INSTITUTIONS TO COLLABORATIVELY ADDRESS VIOLENT EXTREMISM. IN 2021, WE GREW OUR SMALL GRANTS PROGRAM ALLOCATING OVER $1.6M TO SUPPORT NEARLY 30 GRASSROOTS PROJECTS FOCUSED ON COMMUNITY RESILIENCE, PEACEBUILDING, CONFLICT PREVENTION, AND REHABILITATION AND REINTEGRATION ACROSS AFRICA AND SOUTH AND SOUTHEAST ASIA. AS PART OF OUR SMALL GRANTS PROGRAM, WE DEEPENED OUR ENGAGEMENT WITH THE STRONG CITIES NETWORK, WHICH SUPPORTS MUNICIPAL GOVERNMENTS AND CIVIC LEADERS TO COLLABORATE AROUND P/CVE EFFORTS. IN 2021, WE LAUNCHED A FUNDING MECHANISM TO SUPPORT INITIATIVES TO COUNTER VIOLENT EXTREMISM AT THE LOCAL LEVEL IN INDONESIA, MALAYSIA, AND THE PHILIPPINES.
CRIMINAL JUSTICE & RULE OF LAW: WE TRAIN JUDGES, PROSECUTORS, POLICE, PRISON OFFICIALS, AND COMMUNITY PARTNERS TO ADVANCE HUMAN RIGHTS-BASED CRIMINAL JUSTICE SYSTEMS AND RULE OF LAW, INCLUDING BY PARTNERING WITH NATIONAL JUDICIAL ACADEMIES AND PRISON SYSTEMS. NOTABLY, WE HAVE ESTABLISHED A HUMAN RIGHTS-BASED TRAINING PROGRAM WITHIN CAMEROON'S NATIONAL ACADEMY FOR JUDGES AND PROSECUTORS. THROUGHOUT 2021, IN CAMEROON WE DELIVERED HUMAN RIGHTS TRAININGS INCLUDING A WEEKLONG ANTI-TORTURE COURSE FOR INVESTIGATORS, A DUE PROCESS COURSE FOR MAGISTRATES AND ATTORNEYS, AND GOOD GOVERNANCE WORKSHOPS FOR GOVERNMENT OFFICIALS AND TRADITIONAL AUTHORITIES. WE ALSO SUPPORTED STRATEGIES AROUND THE PROSECUTION, REHABILITATION, AND REINTEGRATION OF INDIVIDUALS SUSPECTED OF BEING ASSOCIATED (CONTINUED ON SCHEDULE O) WITH BOKO HARAM, IN COLLABORATION WITH THE UN AND OTHER PARTNERS. SEPARATELY, WE WORK WITH NATIONAL PRISON SYSTEMS TO STAND UP HUMAN RIGHTS-BASED TRAINING PROGRAMS TO HELP STAFF IDENTIFY VIOLENT EXTREMIST RADICALIZATION AND RECRUITMENT IN PRISONS AND TO SUPPORT THE MANAGEMENT, REHABILITATION, AND REINTEGRATION OF VIOLENT EXTREMIST PRISONERS. IN 2021, WE LAUNCHED A COUNTRYWIDE PROGRAM IN KENYA TO TRAIN OVER 26,000 PRISON STAFF, DELIVERED BY KENYAN OFFICERS THROUGH A UNIQUE TRAINING-OF-TRAINERS STRUCTURE DESIGNED TO MAXIMIZE INSTITUTIONAL OWNERSHIP AND SUSTAINABILITY. WE ALSO EXPANDED SIMILAR PROGRAMS WITH THE PRISON SYSTEMS OF INDONESIA, MOROCCO, AND TRINIDAD AND TOBAGO.
FINANCIAL INTEGRITY AND INCLUSION & MULTILATERAL SECURITY POLICY: IN 2021, WE CONTINUED OUR ANTI-MONEY LAUNDERING AND COUNTERING THE FINANCING OF TERRORISM (AML/CFT) WORK WITH GOVERNMENT, PRIVATE SECTOR, AND REGULATORY BODIES IN EAST AFRICA, JORDAN, ALBANIA, AND NORTH MACEDONIA. WE LAID THE GROUNDWORK FOR A NEW INITIATIVE TO STRENGTHEN THE CAPACITY OF CIVIL SOCIETY ORGANIZATIONS ACROSS EAST AND WEST AFRICA TO ENGAGE WITH GOVERNMENT AND PRIVATE SECTOR OFFICIALS TO MITIGATE NEGATIVE CONSEQUENCES OF POLICIES MEANT TO COUNTER THE FINANCING OF TERRORISM. IN RECOGNITION OF THE TWENTIETH ANNIVERSARY OF THE SEPTEMBER 11 ATTACKS, AND ALIGNING WITH THE 7TH ANNUAL (CONTINUED ON SCHEDULE O) REVIEW OF THE UN GLOBAL COUNTER-TERRORISM STRATEGY, WE PLACED A SERIES OF MEDIA ARTICLES REFLECTING ON THE STATE OF GLOBAL COUNTERTERRORISM EFFORTS. THROUGH OUR PUBLICATIONS, COMMENTARIES, AND RELATED EVENTS IN 2021, WE CALLED FOR MORE COOPERATIVE, INCLUSIVE, AND HUMAN RIGHTS-BASED RESPONSES TO TERRORISM AND VIOLENT EXTREMISM. LASTLY, WE UNDERTOOK A PROJECT TO HELP STRENGTHEN THE UN'S ENGAGEMENT WITH CIVIL SOCIETY AS IT RELATES TO COUNTERING TERRORISM (CT) AND PREVENTING AND COUNTERING VIOLENT EXTREMISM (P/CVE). THIS INCLUDED AN ANALYSIS OF HOW VARIOUS PARTS OF THE UN SYSTEM COLLABORATE WITH CIVIL SOCIETY, HOW CIVIL SOCIETY HAS ORGANIZED ITSELF TO ENHANCE ITS INFLUENCE ON MULTILATERAL BODIES, AND THE APPLICABILITY OF THESE FINDINGS WITHIN THE ARENA OF CT AND P/CVE.
