THE OBJECTIVE OF ROTARY IS TO ENCOURAGE AND FOSTER THE IDEAL OF SERVICE AS A BASIS OF WORTHY ENTERPRISE AND, IN PARTICULAR, TO ENCOURAGE AND FOSTER: FIRST - THE DEVELOPMENT OF ACQUAINTANCE AS AN OPPORTUNITY FOR SERVICE; SECOND - HIGH ETHICAL STANDARDS IN BUSINESS AND PROFESSIONS; THE RECOGNITION OF THE WORTHINESS OF ALL USEFUL OCCUPATIONS; AND THE DIGNIFYING OF EACH ROTARIAN'S OCCUPATION AS AN OPPORTUNITY TO SERVE SOCIETY; THIRD - THE APPLICATION OF THE IDEAL OF SERVICE IN EACH ROTARIAN'S PERSONAL, BUSINESS, AND COMMUNITY LIFE; FOURTH - THE ADVANCEMENT OF INTERNATIONAL UNDERSTANDING, GOODWILL, AND PEACE THROUGH A WORLD FELLOWSHIP OF BUSINESS AND PROFESSIONAL PERSONS UNITED IN THE IDEAL OF SERVICE.

DISTRICT 5650 EXISTS FOR THE SOLE PURPOSE OF SUPPORTING AND ADVANCING THE SUCCESS OF THE LOCAL ROTARY CLUBS CURRENTLY CHARTERED UNDER ITS JURISDICTION, WHICH IS DEFINED BY ROTARY INTERNATIONAL. TO MEET THAT OBJECTIVE, THE DISTRICT HAS VOLUNTEERS THAT PROVIDE PROGRAMMING AND SUPPORT FOR MEMBERSHIP DEVELOPMENT, PUBLIC IMAGE, AND VARIETY OF OTHER PROGRAMS THAT ARE PART OF WHAT ROTARY CLUBS FOCUS THEIR OPERATION AND SERVICE ON.


ROTARY YOUTH EXCHANGE (RYE) IS PROBABLY THE LARGEST SINGLE PROGRAM ADMINISTERED BY THE DISTRICT. RYE PROVIDES CLUBS WITH THE ABILITY TO SEND LOCAL STUDENTS OVERSEAS FOR A SCHOOL YEAR WITH A STUDENT FROM THEIR DESTINATION BEING HOSTED BY FAMILIES ASSOCIATED WITH THE LOCAL CLUB. RYE'S ROLE IS TO MAKE CONNECTIONS TO POTENTIAL EXCHANGE TARGET LOCATIONS AND STUDENTS OVERSEAS, AS WELL AS PROVIDING GOVERNMENT REQUIRED TRAINING AND SUPPORT FOR THE INBOUND EXCHANGE STUDENTS.


ROTARY LEADERSHIP INSTITUTE (RLI) IS A PROGRAM DESIGNED TO DEVELOP FUTURE LEADERS. IT IS OFFERED TO THE MEMBERS OF ROTARY DISTRICTS 5650 AND 6000 AS A TOOL TO BUILD LEADERSHIP SKILLS AND OVERALL KNOWLEDGE OF ROTARY. IT IS A THREE-DAY PROGRAM, WHICH EACH DAY BEING A "PART" OF THE PROGRAM. ROTARIANS THAT HAVE COMPLETED ALL THREE SECTIONS THEN "GRADUATE" FROM RLI. A NUMBER OF CURRENT CLUB AND DISTRICT LEADERS HAVE GRADUATED FROM RLI. THE PROGRAM IS DELIVERED BY VOLUNTEER FACILITATORS WHO HAVE BEEN CERTIFIED AS RLI FACILITATORS.
