SMARTER: DEVELOP A CRADLE TO CAREER PARTNERSHIP THAT ENGAGES THE COMMUNITY, FOCUSES ON ELIMINATING LOCALLY DEFINED DISPARITIES, DEVELOPS A CULTURE OF CONTINUOUS IMPROVEMENT AND LEVERAGES EXISTING ASSETS.
