PROVIDING THE MEANS FOR OBTAINING BENEFITS AVAILABLE UNDER VARIOUS FEDERAL AND STATE PROGRAMS FOR THE BENEFIT OF CITIZENS OF THE BOONE COUNTY AREA.2.
