PAUL METROPOLITAN AREA; PROVIDING SCHOLARSHIP OPPORTUNITIES FOR YOUTH; AND PROMOTING THE PUBLIC UNDERSTANDING OF, AND SUPPORT FOR, NEW AND EXISTING COMMUNITY PROGRAMS WHICH SUPPORT YOUTH AND THEIR FAMILIES.
