PROVIDING THE PUBLIC WITH ACCESS TO THE COMMUNICATIONS FACILITY AND EQUIPMENT, AND SUPPORT SUCH AS TRAINING, VOLUNTEER COORDINATION, AND ASSISTANCE IN USING TECHNOLOGIES TO COMMUNICATE.
