HAP ADVOCATED ON BEHALF OF PENNSYLVANIA'S HOSPITALS AND HEALTH SYSTEMS FOR SUPPORT OF COVID-19 RESPONSE THROUGH CRUCIAL STATE & FEDERAL RESOURCES, SUCCESSFULLY PROTECTED MILLIONS IN FUNDS FOR HOSPITAL PRIORITIES IN THE STATE BUDGET, FULLY FUNDING TRAUMA CENTERS, BURN CENTERS, AND OBSTETRIC, NEONATAL INTENSIVE CARE UNITS, WHILE ALSO INCREASING FUNDING FOR CAH'S. HAP SUCCESSFULLY ADVOCATED FOR ADDITIONAL BENEFIT TO HOSPITALS THROUGH INCREASED FUNDING OF THE QUALITY CARE ASSESSMENT, PROVIDED RELIEF FROM MEDICARE SEQUESTRATION CUTS, WHILE PROTECTING PA HOSPITALS FROM MILLIONS IN PAYGO CUTS. IN ADDITION, HAP FOCUSED ON ELEVATING THE VOICE OF PA LAWMAKERS TO PROTECT A VITAL DRUG PRICING PROGRAM AGAINST CUTS IN THE FACE OF UNILATERAL ACTIONS BY DRUG COMPANIES UNDERMINING THE STATUTE, AND SECURED UNANIMOUS SUPPORT OF THE U.S. HOUSE DELEGATION ON LEGISLATION STREAMLINING PRIOR AUTHORIZATION IN MEDICARE ADVANTAGE, WHILE ALSO FORESTALLING WRONG- HREADED POLICIES TO CREATE A STATE FALSE CLAIMS ACT AND BAN THE USE OF NON-COMPETE CLAUSES IN PROVIDER CONTRACTS.
HAP IN PARTNERSHIP WITH Q3 HEALTH INNOVATION PARTNERS, LLC SERVED AS A STATEWIDE HOSPITAL QUALITY IMPROVEMENT CONTRACTOR ON THE IPRO HQIC. HAP HAD 26 RURAL GENERAL ACUTE FACILITIES, CRITICAL ACCESS, AND OTHER HOSPITALS SERVING VULNERABLE POPULATIONS IN HQIC PROJECTS. THE HQIC PROJECTS INCLUDE ADVERSE DRUG EVENTS, ANTIMICROBIAL STEWARDSHIP, HOSPITAL ACQUIRED INFECTIONS, PERSON AND FAMILY ENGAGEMENT, OPIOID TREATMENT, PRESSURE INJURY PREVENTION, READMISSIONS, SEVERE SEPSIS, SEPTIC SHOCK, SURGICAL SITE INFECTION, VENOUS THROMBOEMBOLISM, AND RESPONSE TO PUBLIC HEALTH EMERGENCIES. HAP ALSO CONVENED AND INITIATED A STATEWIDE OPIOID LEARNING ACTION NETWORK FOCUSING ON OPIOID TREATMENT AND RECOVERY, INVOLVING 127 ACUTE CARE FACILITIES.
HAP CONTINUED SUPPORT OF THE FIVE-YEAR GRANT FROM PADOH FOR REGIONAL EMERGENCY PREPAREDNESS SUPPORT AND SERVICES IN SOUTHEAST PENNSYLVANIA. THESE COALITIONS WERE INSTRUMENTAL IN PROVIDING CRITICAL SUPPORT TO THE STATE THROUGHOUT THE COVID-19 PANDEMIC. HAP ALSO PARTNERED WITH THE PHILADELPHIA DEPARTMENT OF HEALTH TO ADMINSTER THE HOSPITAL NUTRITION AND PROCUREMENT STANDARDS PROGRAM, IMPLEMENTING IMPORTANT FOODSERVICE GUIDELINES WITHIN HOSPITALS & HEALTHSYSTEMS ACROSS THE STATE. IN ADDITION, HAP WORKED WITH THE PA COUNCIL OF THE ARTS TO ADMINSTER THE MUSIC THERAPY COLLABORATIVE, A PROGRAM DESIGNED TO PROVIDE RELIEF TO HIGH STRESS MEDICAL STAFF THROUGH MUSIC THERAPY.
