ALL NECESSARY MEANS OF PROMOTION SHALL BE PROVIDED AND PARTICULAR ATTENTION AND EMPHASIS SHALL BE GIVEN TO THE ECONOMIC, CIVIC, COMMERCIAL, CULTURAL, INDUSTRIAL, AND EDUCATIONAL INTEREST OF THE AREA.
