THE FAIR HOUSING COUNCIL OF SUBURBAN PHILADELPHIA DBA HOUSING EQUALITY CENTER OF PENNSYLVANIA'S (HECP) WORK SEEKS TO ADDRESS THE ISSUE OF HOUSING DISCRIMINATION, BOTH THE DIRECT AND SPECIFIC EFFECT OF DISCRIMINATION ON INDIVIDUAL FAMILIES AND THE BROADER IMPACT OF HISTORICAL AND PRESENT DAY HOUSING DISCRIMINATION ON OUR REGION'S COMMUNITIES. HECP OFFERS A VARIETY OF PROGRAMS AND SERVICES TO ENSURE EQUAL ACCESS TO HOUSING FOR MEMBERS OF THE FAIR HOUSING ACT'S PROTECTED CLASSES. HECP HAS BEEN PROVIDING FAIR HOUSING EDUCATION AND ENFORCEMENT SERVICES TO GREATER PHILADELPHIA RESIDENTS FOR 64 YEARS AND IS DESIGNATED BY HUD AS A QUALIFIED ENFORCEMENT ORGANIZATION.

THE FAIR HOUSING COUNCIL OF SUBURBAN PHILADELPHIA DBA HOUSING EQUALITY CENTER OF PENNSYLVANIA'S (HECP) OFFERS SERVICES TO ENSURE THAT CONSUMERS HAVE EQUAL ACCESS TO HOUSING AND KNOW THEIR RIGHTS UNDER FAIR HOUSING LAWS AND THAT HOUSING PROFESSIONALS UNDERSTAND AND COMPLY WITH FAIR HOUSING LAWS. HECP PROVIDES COUNSELING, TESTING INVESTIGATIONS, AND ENFORCEMENT SUPPORT FOR VICTIMS OF HOUSING DISCRIMINATION; ASSISTANCE NEGOTIATING REASONABLE ACCOMMODATIONS AND MODIFICATIONS FOR PEOPLE WITH DISABILITIES; AND EDUCATION AND OUTREACH REGARDING RIGHTS UNDER FAIR HOUSING LAWS. HECP PROVIDES EDUCATION AND TRAINING PROGRAMS FOR SOCIAL SERVICE ORGANIZATIONS, AGENCIES THAT SERVE THE PROTECTED CLASSES, PUBLIC OFFICIALS, MUNICIPALITIES, AND PRIVATE AND NONPROFIT HOUSING PROVIDERS TO PROMOTE COMPLIANCE WITH FAIR HOUSING LAWS AND TO PREVENT DISCRIMINATION, AND PRINT MATERIALS AND OTHER RESOURCES TO EDUCATE THE PUBLIC AND HOUSING PROFESSIONALS ABOUT FAIR HOUSING. HECP ALSO CONDUCTS TESTING INVESTIGATIONS OF HOUSING DISCRIMINATION IN RENTAL, SALES, ACCESSIBILITY, HOMEOWNERS INSURANCE, AND MORTGAGE LENDING TRANSACTIONS, BOTH IN RESPONSE TO INDIVIDUAL COMPLAINT ALLEGATIONS AND SYSTEMIC INVESTIGATIONS. DURING 2022, HECP DIRECTLY SERVED 2,259 INDIVIDUALS, INCLUDING 232 VICTIMS OF HOUSING DISCRIMINATION, 47 TECHNICAL ASSISTANCE REQUESTS, AND 313 LANDLORD/TENANT COUNSELING INTAKES AND INFORMATION AND/OR REFERRAL REQUESTS, AND 1,667 INDIVIDUALS TRAINED AT 74 EDUCATION AND OUTREACH EVENTS. DURING 2022, 33,368 EDUCATIONAL GUIDES, FACT SHEETS, OR POSTERS WERE DISTRIBUTED TO CONSUMERS OR AGENCIES BY HECP. IN 2022, HECP CONDUCTED 145 FAIR HOUSING TESTING INVESTIGATIONS AND REFERRED 84 COMPLAINTS TO ENFORCEMENT AGENCIES.
