(TCCO) IS TO BRING TOGETHER VOLUNTEER HUMAN SERVICE-RELATED AGENCIES THAT PROVIDE ASSISTANCE TO THOSE IN NEED WITHIN THE TWIN CITIES AREA (TONAWANDA, NY AND NORTH TONAWANDA, NY), BY PROVIDING THEM AN "UMBRELLA" UNDER WHICH THESE AGENCIES MAY BE ALLOWED TO OPERATE EFFICIENTLY TO SERVICE THE NEEDY.
