H.A.L.O. NO-KILL RESCUE WAS CREATED IN 2006 WITH A MISSION TO CREATE A NO- KILL SAFE HAVEN FOR ABUSED AND ABANDONED ANIMALS IN INDIAN RIVER COUNTY. WE BELIEVE IN A COMMUNITY WHERE THERE ARE NO MORE HOMELESS PETS AND THAT TOGETHER WE CAN ELIMINATE THE KILLING OF COMPANION ANIMALS. FOR OVER A DECADE, H.A.L.O. HAS ADVOCATED FOR OUR COMMUNITY'S PETS, PAVED THE WAY FOR NO-KILL RESCUE, AND REDUCED EUTHANASIA BY 92% WHAT SETS H.A.L.O. APART FROM OTHER SHELTERS IS THAT WE GO TO EXTRAORDINARY MEASURES TO PROVIDE SUPPORT FOR THE AT-RISK PETS IN OUR COMMUNITY. WE WILL NEVER EUTHANIZE BASED ON AGE, SPACE, MEDICAL NEEDS, OR BEHAVIORAL ISSUES. IN 2005 THE INDIAN RIVER COUNTY EUTHANASIA RATE WAS OVER 50%. THE FIRST YEAR, 225 LIVES WERE SAVED AND THE IRS PAPERWORK WAS FILED WITH A PRAYER. IN 2006, H.A.L.O. RECEIVED ITS NONPROFIT STATUS. THE NEXT FEW YEARS WERE ABOUT RESCUING MORE LIVES, SURVIVAL, AND DOING MASSIVE SHELTER IMPROVEMENTS AS MONEY WOULD ALLOW. IN 2010 PARTNERSHIPS WERE ESTABLISHED WITH PETCO & PETSMART TO INCREASE ADOPTIONS AND WE ACQUIRED AN ACRE OF LAND TO CREATE A FIELD FOR THE DOGS. IN 2012 WE CELEBRATED 5,000 ADOPTIONS AND INTRODUCED OUR FIRST PROGRAM, THE OOPS PROGRAM, PROVIDING LOW COST SPAY/NEUTER VOUCHERS TO THE COMMUNITY. IN 2014 WE OPENED A SECOND ADOPTION CENTER, FOCUSED ON CATS, AND IN 2015 OPENED A THRIFT STORE. FOR THE NEXT FEW YEARS MORE PROGRAMS WERE CREATED TO ADDRESS NEEDS WITHIN THE COMMUNITY, THE ANGEL MEDICAL PROGRAM, ANGEL WINGS ADOPTION PROGRAM, WORKING BARN CAT PROGRAM, CANINE GOOD CITIZEN READY PROGRAM, FRESH START PROGRAM, AND AMBASSADOR FOSTER PROGRAM. WE ALSO BEGAN ADDING ADDITIONAL ROLES TO INCREASE OUR ADMINISTRATIVE SUPPORT AND BROUGHT ON OUR FIRST DIRECTOR OF OPERATIONS, DIRECTOR OF DEVELOPMENT, AND DIRECTOR OF VOLUNTEER AND COMMUNITY RELATIONS. IN 2019 OUR FOCUS SHIFTED BACK TO EXPANSION. WE ACQUIRED ADDITIONAL PROPERTY FOR THE FUTURE OF H.A.L.O.'S ENRICHMENT CENTER, AND WE ADDED A PHARMACY WITH A FULL-TIME VET TECH TO INCREASE OUR LIFESAVING MEDICAL SUPPORT. IN 2020 WE SURVIVED COVID, NEVER SHUTTING OUR DOORS, OFFERING OUR COMMUNITY INVALUABLE AIDE. WE ALSO STARTED THE PLANS FOR THE NEW CENTER. IN 2021 WE CELEBRATED 15 YEARS OF NO KILL RESCUE WITH OVER 18,000 LIVES SAVED AT A SOLID 98% SAVE RATE. WE ADDED A NEW VAN TO THE FLEET FOR RESCUE TRANSPORTS, WE FINALIZED THE ENRICHMENT CENTER PLANS AND WE SO LOOK FORWARD TO THE FUTURE


THE ANGEL MEDICAL PROGRAM WAS CREATED TO HELP PROVIDE ALL LIFE-SAVING MEDICAL SERVICES NEEDED TO GIVE HOMELESS PETS SURRENDERED TO H.A.L.O. A SECOND CHANCE AT LIFE. WITHOUT THE ANGEL MEDICAL PROGRAM, H.A.L.O. WOULD NOT BE ABLE TO CONTINUE THE EXTRAORDINARY COMMITMENT TO SAVE EACH AND EVERY LIFE. OUR ANGEL MEDICAL PROGRAM IS THE MAJOR PROGRAM BEHIND OUR 98% SAVE RATE. EXPENSES 103,356 (TAKEN DIRECTLY FROM FINANCIALS)


AS A NO-KILL RESCUE SHELTER, H.A.L.O. OFTEN ENDS UP WITH EXTREMELY DIFFICULT CASES WHERE DOGS ARE SIMPLY NOT ADOPTABLE DUE TO UNTRUSTING AND AGGRESSIVE BEHAVIORS. WE HIT A PROBLEM...WE WERE FILLING UP WITH THESE "MISFITS". THE SOLUTION...THE FRESH START PROGRAM WHERE H.A.L.O. TRAINERS AND HANDLERS EACH CHAMPION A MISFIT TO WORK EXTENSIVELY THROUGH PACK WORK, POSITIVE MUZZLE TRAINING, AND BEHAVIORAL MODIFICATION WITH A HEAVY EMPHASIS ON EXPOSURE. EACH TRAINER IS ALLOWED TO DETERMINE WHEN A MISFIT IS READY TO BE PUT UP FOR ADOPTION AND EACH POTENTIAL ADOPTER MUST GO THROUGH TRAINING SESSIONS WITH THE DOG IN ORDER TO FORM A BOND BEFORE TAKING THEM HOME. IN JUST ONE YEAR, DOGS THAT HAD BEEN ST H.A.L.O. FOR YEARS STARTED FORMING BONDS WITH DEDICATED FAMILIES AND STARTED GOING INTO THEIR FUR-EVER HOMES OUR FUTURE ENRICHMENT CENTER/PET SUPPORT CENTER WILL GIVE US THE ADDITIONAL SPACE NEEDED FOR BEHAVIOR CARE FOR PEOPLE TO HAVE SOLUTIONS TO KEEP THEIR PETS WHEN ABLE.


3RD AMBASSADOR FOSTER PROGRAM. THIS PROGRAM WAS INITIATED IN AN EFFORT TO GET MORE DOGS AND CATS OUT OF THE SHELTER AND INTO STRESS-FREE ENVIRONMENT WHILE WAITING FOR FOREVER HOMES. EACH FOSTER FAMILY IS PROVIDED WITH THE NECESSARY TRAINING BY H.A.L.O. STAFF AS WELL AS SUPPLIES AND A CARE PACKAGE. IT ALLOWS EACH ANILMAL TO BECOME ACCUSTOMED TO LIVING IN A HOME, RECEIVE ONE-ON-ONE TRAINING FROM THERE FOSTER FAMILY WHICH GREATLY INCREASES THEIR SDOPTION POTENTIAL, AND ALLOWS THE SHELTER TO SAVE MORE LIVES. SINCE INTIATING THE PROGRAM H.A.L.O. HAS 140 ACTIVE FAMILIES PROVIDING CRITICAL LIFE SAVING CARE OUR FUTURE ENRICHMENT CENTER/PET SUPPORT CENTER WILL GIVE US THE ADDITIONAL SPACE NEEDED TO PROVIDE THE TRAINING NEEDED FOR FOSTER FAMILIES AND GROW OUR FOSTER BASE. 4TH OTHER PROGRAM SERVICES. FOR THE LAST 15 YEARS H.A.L.O.'S MISSION HAS BEEN CENTRALLY FOCUSED ON CREATING A SAFE-HAVEN THAT MAINTAINS A 98% SAVE RATE AND IN SEEING OUR COUNTY RISE FROM A 50% SAVE RATE IN 2006 TO A 90% SAVE RATE IN 2022. WE NEED A SPACE FOR ANIMALS AND HUMANS TO HAVE THE TOOLS TO CONTINUE TO DRIVE THE NO-KILL MOVEMENT TO NEW HEIGHTS, FOR PEOPLE TO HAVE SOLUTIONS TO KEEP THEIR PETS WHEN ABLE, AND TO INCREASE OUR LIFESAVING GOALS WITH A FOCUS ON THE 10% STILL BEING EUTHANIZED IN TRADITIONAL SHELTER MODELS BECAUSE THOSE ARE THE ONES THAT NEED US MOST.
