PURPOSE: Programs serving two youth populations: 1) youth that behave and perform poorly in school, are truant, or may have already dropped out, have problems at home, are involved in petty vandalism, experiment with drugs and alcohol, exhibit anti-social behavior in the community or withdraw from social contacts with peers, and that challenge the local community structure. These youth are not yet involved in the juvenile justice system but, without intervention to mitigate their risk, may well be in the near future. 2) youth who have already entered the juvenile justice system. Some of these youth are returning to the community following placement in a residential setting. These youth are usually referred to the NAA-EC through the Probation Department, Syracuse Community Court, Diversion to Community Service, Weapons Program, Alternative to Incarceration, or other community centers. These children may be designated as PINS (Persons in Need of Supervision) or may have committed a crime. Th
