CAP EDUCATES, TRAINS AND RECRUITS PROSPECTIVE FOSTER AND ADOPTIVE PARENTS FOR CHILDREN IN THE FOSTER CARE SYSTEM. STATE REQUIRED FOSTER AND ADOPTIVE SERVICES ARE PROVIDED IN HOMES FOR YOUTH AND FAMILIES.
