COOPERATION SHALL BE RENDERED THE UNITED STATES POSTAL SERVICE TO IMPROVE SERVICE AND RAISE THE STANDARD OF EFFICIENCY, AS WELL AS , TO WIDEN THE FIELD OF OPPORTUNITY FOR SUPERVISORY EMPLOYEES WHO MAKE THE UNITED STATES POSTAL SERVICE THEIR LIFE WORK.
