PLACEMENT IS OPEN TO CHILDREN REGARDLESS OF POLITICAL BELIEFS, RACE, COLOR, RELIGION, NATIONAL ORIGIN, SEXUAL ORIENTATION, GENDER, HANDICAP/DISABILITY OR ANY OTHER NON MERIT FACTOR WHOSE NEEDS CANNOT BE MET THROUGH TRADITIONAL COMMUNITY RESOURCES.
