THE FRAMEWORK IS DESIGNED TO ACHIEVE RAPID DECARBONIZATION, LARGE-SCALE JOB CREATION, AND DEEP INVESTMENT IN MARGINALIZED COMMUNITIES, WHILE ENSURING THAT WE MEET SIX BASIC NEEDS FOR OUR REGION'S RESIDENTS: (1) HOUSING, (2) HEALTHCARE, (3) FOOD, (4) ENERGY, (5) TRANSPORTATION, AND (6) CLEAN AIR AND WATER.
