IT IS EQUITABLE IN ACCESS AND OUTCOME, FOR EVERY PERSON WHO LIVES ANYWHERE IN MINNESOTA. ANYTHING LESS THAN THIS IS INADEQUATE, DISCRIMINATORY AND UNJUST.
