PHASE I (CURRENT PHASE): CONTRACT THROUGH COMMISSIONING. INCLUDES PLANNED PROGRAMS AND CEREMONIES AT THE SHIP KEEL LAYING, CHRISTENING, COMMISSIONING AND RELATED CEREMONIES.PHASE II: SERVICE FLEET (I.E., SERVICE LIFE SUPPORT). OVERLAPS WITH PHASE I WITH PLANNING BEGINNING AT INCEPTION SO WHEN THE CREW IS IDENTIFIED AND BEGINS TRAINING PRIOR TO THE COMPLETION OF THE SHIP, THE SHIPS SPONSOR AND THE USS CLEVELAND TEAM WILL HAVE FORGED A DEEP RELATIONSHIP AND BECOME ENGAGED.PHASE III: RETIREMENT AS MUSEUM SHIP. PHASE III WOULD BEGIN AS THE END OF THE SHIPS SERVICE LIFE NEARS AND, IF THE US NAVY HAS NO HIGHER OR BETTER USE FOR THE SHIP, THE USS CLEVELAND LEGACY FOUNDATION WOULD NEGOTIATE A PURCHASE WITH THE GOAL OF RETURNING THE SHIP TO CLEVELAND TO BE DOCKED AT THE GREAT LAKES SCIENCE CENTER AND BECOME A PERMANENT MUSEUM
