FEDERAL/STATE ADVOCACYNPH ACTION FUND WORKED IN CLOSE PARTNERSHIP WITH OUR REGIONAL AND STATEWIDE PARTNERS, AND LOCAL AND STATE ELECTED OFFICIALS TO PUSH OUR FEDERAL REPRESENTATIVES TO PRIORITIZE HOUSING IN THE FEDERAL BUILD BACK BETTER BILL. WE FACILITATED SEVERAL LETTERS, INCLUDING A 600 PERSON SIGN ON LETTER, TO SPEAKER PELOSI, SENATOR SCHUMER, CONGRESSWOMAN JACKIE SPEIER, AND OTHERS. OUR COLLECTIVE ADVOCACY WITH PELOSI HELPED TO GET HER ATTENTION AND TO SHIFT HER TO PRIORITIZE AFFORDABLE HOUSING IN BBB.NPH ACTION FUND COLLECTIVELY WON SIGNIFICANT RESOURCES THROUGH STATE BUDGET ADVOCACY, INCLUDING $1.75 BILLION FOR THE CA HOUSING ACCELERATOR FOR STALLED HCD PROJECTS THAT WILL HELP PRODUCE MORE THAN 7,000 NEW AFFORDABLE HOMES THROUGHOUT THE STATE. BAHFA/ BAHA/ AND FUTURE BALLOT MEASURESAFTER DEVELOPING THE BAHFA SCOPE OF WORK, FUNDRAISING PLAN, AND PILOT PROGRAMS FOR 20212024, NPH ACTION FUND,THE BAY AREA HOUSING FOR ALL (BAHA) LEADERSHIP TEAM, AND OTHER PARTNER ORGANIZATIONS SUCCESSFULLY ADVOCATED AND RECEIVED A $20 MILLION STATE ALLOCATION FOR BAHFA TO STAFF AND IMPLEMENT THE FIVE PROPOSED PILOT PROGRAMS. WE ALSO EXPLORED OPPORTUNITIES FOR FEDERAL FUNDING AVAILABLE IN THE FEDERAL INFRASTRUCTURE PACKAGE.IN COALITION WITH REGIONAL AND STATE PARTNERS, NPH ACTION FUND IS LAYING THE GROUNDWORK FOR A BALLOT MEASURE CAMPAIGN AND STRATEGY TO FURTHER AFFORDABLE HOUSING PRODUCTION IN CALIFORNIA. NPH ACTION FUND COMMISSIONED EMC RESEARCH TO CONDUCT A SURVEY TO DETERMINE THE LIKELIHOOD OF REACHING A SUPERMAJORITY FOR A REGIONAL HOUSING GENERAL OBLIGATION (GO) BOND MEASURE IN 2022. WHILE VOTERS CONTINUE TO PRIORITIZE FUNDING FOR AFFORDABLE HOUSING, POLLING RESULTS SHOWED THAT WE WERE UNLIKELY TO ACHIEVE A SUPER MAJORITY IN 2022. INSTEAD, THE BAHFA/ABAG/MTC LEADERSHIP, WORKING WITH THE BAHA LEADERSHIP TEAM, AGREED TO PURSUE POLLING ON A STATEWIDE CONSTITUTIONAL AMENDMENT TO LOWER THE VOTER THRESHOLD FOR HOUSING BONDS TO 50 OR 55%. THE POLL RESULTS SHOWED STRONG SUPPORT BY VOTERS FOR AFFORDABLE HOUSING AND THE BENEFICIARIES OF AFFORDABLE HOUSING. AS A RESULT, THE BAHFA ELECTEDS AND THE BAHA LEADERSHIP DECIDED TO FORGE AHEAD WITH DRAFTING AND FILING A MEASURE. AMIE FISHMAN SERVED AS THE PROPONENT OF THE MEASURE TO LEAD THE EFFORT WHICH WAS FILED IN NOVEMBER, AND AMENDED IN DECEMBER. HOWEVER, IN JANUARY 2022, WE DECIDED TO PULL THE MEASURE AND WAIT UNTIL 2024 DUE TO TIGHT TIMELINES AND COVID INTERFERENCE WITH SIGNATURE GATHERING. BRING CA HOMENPH ACTION FUND HAS BEEN PART OF THE LEADERSHIP OF THE BRING CALIFORNIA HOME COALITION WHICH IS FOCUSED ON THE GOAL OF GENERATING OVER $2B ANNUALLY FOR HOMELESS SERVICES, EITHER THROUGH LEGISLATION, AB 71 (RIVAS), OR A BALLOT MEASURE. NPH ACTION FUND SERVED AS THE FISCAL AGENT MANAGING THE CAMPAIGN CONSULTANT CONTRACT AND POLLING. SINCE $2B OVER TWO YEARS FOR HOMELESSNESS PROGRAMS WAS INCLUDED IN THE HISTORIC STATE BUDGET INVESTMENTS IN HOMELESSNESS, THIS COALITION SHIFTED TO FOCUS ON HOW TO SUSTAIN AND INCREASE THIS FUNDING ANNUALLY BEYOND THE TWO YEARS.
