THE NAPA COUNTY CODE PERMITED THE OPERATION OF PERSONAL USE AIRPORTS AND HELIPORTS IN AN ZONING DISTRICT WITH THE ISSUANCE OF A USE PERMIT. PERMITTING HELICOPTERS TO TAKE OFF AND LAND AT PERSONAL USE AIRPORTS AND HELIPORTS THROUGHOUT NAPA COUNTY WAS INCONSISTENT WITH THE RURAL, AGRICULTURAL AND PEACEFUL CHARACTER OF THE COUNTY. THE INCREASE NOISE AND DANGER ASSOCIATED WITH THESE ACTIVITIES COMPROMISED THE PEOPLE'S PEACE AND THE WELL BEING OF THE WILDLIFE. THE COMMITTEE SUCCESSFULLY PASSED NAPA COUNTY MEASURE D WHICH PROHIBITED PERSONAL USE OF HELIPORTS AND AIRPORTS AS WELL AS PREVENTED THEIR PROLIFERATION.
