OUR PROGRAMMATIC EFFORTS FOCUSED ON PROVIDING THE CONTEXT, CONNECTIONS, AND LOCAL KNOWLEDGE TO THE OUTSIDE INTEREST TO ADVANCE PROJECT FEASIBILITY. EXPENSES WERE LIMITED TO PROFESSIONAL STAFF TIME.
