THESE ARE GENERALLY EMERGENCY MEDICAL OR PERSONAL CIRCUMSTANCES FOR WHICH A PERSON COULD NOT BE EXPECTED TO BE PREPARED FOR THROUGH RESPONSIBLE FINANCIAL PLANNING OR BUDGETING.
