THE PERSONS BENEFITED BY THE POOL WERE GEORGIA RESIDENT POLICYHOLDERS AND CLAIMANTS OF INSOLVENT PROPERTY AND CASUALTY INSURANCE COMPANIES. WHEN AN ADMITTED INSURER IS DECLARED INSOLVENT AND ORDERED INTO LIQUIDATION, THE POOL IS REQUIRED TO FULFILL CERTAIN OF THE CONTRACTUAL OBLIGATIONS OF THAT COMPANY IN ORDER TO PROTECT GEORGIA RESIDENTS.
