THE NEEDIEST CASES IS A CHRISTMAS TIME SOLICITATION CONDUCTED BY THE CHARLESTON DAILY MAIL, A MORNING NEWSPAPER PUBLISHED IN CHARLESTON, WV. IT IS CONDUCTED SOLELY THROUGH THE DAILY MAIL'S NEWS AND EDITORIAL COLUMNS AND IS DIRECTED ONLY AT ITS READERS. IT BEGINS ANNUALLY WITH THE ISSUE OF THANKSGIVING DAY AND ENDS WITH THE LAST ISSUE BEFORE CHRISTMAS DAY. THE CHARITY CASES ARE DRAWN ENTIRELY FROM THE ACTIVE FILES OF THE ORGANIZED, ESTABLISHED, AND RECOGNIZED WELFARE, CHARITABLE AND HEALTH ORGANIZATIONS OF THE COMMUNITY, BOTH PUBLIC AND PRIVATE. EACH CASE IS THUS CERTIFIED, IN EFFECT, BY THE PARTICIPATING AGENCY, WHICH SUBMITS IT AS AN UNMET NEED. THIS IS TO SAY THAT BEYOND THE RESOURCES OF THESE AGENCIES, SOMETHING NECESSARY REMAINS TO BE DONE. THROUGH THE PUBLICATION OF THE CASES DAY BY DAY, SELECTED BY THE NEWSPAPER STAFF MEMEBERS ON THE BASIS OF NEED, APPEALS ARE MADE TO THE NEWSPAPER'S READERS AND THE GENERAL PUBLIC FOR THEIR CONTRIBUTIONS TO HELP MEET THE NEEDS DURING THE HOLIDAY SEASON. DISTRIBUTION OF FUNDS TO NON-PUBLISHED CASES IS DETERMINED UNDER THE SUPERVISION OF UNITED WAY INFORMATION & REFERRAL, BY A COMMITTEE OF REPRESENTATIVES FROM THE SOCIAL AND WELFARE AGENCIES WHICH SUBMIT THE CASE HISTORIES. IN THE OPERATION OF THE FUND, THE DAILY MAIL'S ADMINISTRATIVE OFFICE STAFF HANDLES ALL THE BOOKKEEPING, BANKING, AND DISTRIBUTION ACTIVITIES. THE DAILY MAIL MAKES NO CHARGE FOR THESE FUNCTIONS AND ITS PERSONNEL RECEIVES NO REMUNERATION FOR THEIR SERVICES. THERE IS, THUS, NO OVERHEAD OR COST OF DOING BUSINESS. ALL OF THE PROCEEDS ARE DISTRIBUTED FROM THE MIDDLE OF DECEMBER THROUGH THE MIDDLE OF FEBRUARY TO THE PARTICIPATING AGENCIES FOR DIRECT APPLICATION TO THE NEEDIEST CASES.
