WE FACILITATE EFFECTIVE AND EFFICIENT STATE REGULATION THROUGH TRAINING, EDUCATIONAL PROGRAMS AND EXAMINER TOOLS. CSBS, ON BEHALF OF STATE REGULATORS, ALSO OPERATES THE NATIONWIDE MULTISTATE LICENSING SYSTEM AND REGISTRY (NMLS) TO LICENSE AND REGISTER NONBANK FINANCIAL SERVICE PROVIDERS.

NMLS, THE LARGEST ONGOING PROGRAM OPERATION, IS A WEB-BASED SYSTEM THAT ALLOWS STATE-LICENSED NONBANK COMPANIES, BRANCHES AND INDIVIDUALS IN FINANCIAL SERVICES TO APPLY FOR, AMEND, UPDATE OR RENEW A LICENSE ONLINE FOR ALL PARTICIPATING STATE AGENCIES USING A SINGLE SET OF UNIFORM APPLICATIONS. NMLS BRINGS GREATER UNIFORMITY AND TRANSPARENCY TO NONBANK FINANCIAL SERVICES WHILE MAINTAINING AND STRENGTHENING THE ABILITY OF STATE REGULATORS TO MONITOR FINANCIAL SERVICES AND PROTECT THEIR CITIZENS. MORTGAGE LOAN ORIGINATORS EMPLOYED BY INSURED DEPOSITORY INSTITUTIONS OR THEIR SUBSIDIARIES ARE REGISTERED THROUGH NMLS IN ACCORDANCE WITH FEDERAL REGULATIONS. NMLS BEGAN OPERATIONS ON JAN. 2, 2008. CSBS OPERATES NMLS ON BEHALF OF STATE REGULATORS. THE SECURE AND FAIR ENFORCEMENT OF MORTGAGE LICENSING ACT OF 2008 INTRODUCED REQUIREMENTS FOR MORTGAGE LICENSEES, SUCH AS CRIMINAL BACKGROUND CHECKS, A CREDIT HISTORY REVIEW, PRE-LICENSURE EDUCATION REQUIREMENTS AND TESTS WITH BOTH NATIONAL AND STATE LAW CONTENT EACH APPLICANT MUST PASS TO OBTAIN A LICENSE.MAJOR NMLS PROGRAM MILESTONES ACHIEVED IN 2021 INCLUDE:--> EXCEEDING THE ONBOARDING GOALS FOR THE STATE EXAMINATION SYSTEM (SES), ADDING 49 AGENCIES IN JUST ONE AND A HALF YEARS.--> ACHIEVING KEY POLICY MILESTONES ON THE PATH TO NMLS MODERNIZATION: COMPLETING PUBLIC COMMENT PERIODS FOR BOTH THE CORE REQUIREMENTS PROPOSAL AND MSB BUSINESS-SPECIFIC REQUIREMENTS PROPOSAL. --> HOLDING THE 2021 NMLS ANNUAL CONFERENCE & TRAINING VIRTUALLY, DRAWING APPROXIMATELY 1,000 ATTENDEES, INCLUDING MORE THAN 470 STATE REGULATORS. IN ADDITION:--> SIXTY-SIX STATE AGENCIES MANAGED THE FOLLOWING DIFFERENT LICENSE OR REGISTRATION TYPES: 463 COMPANY, 285 BRANCH AND 76 INDIVIDUAL. --> AT THE END OF 2021, NMLS CONTAINED ACTIVE STATE LICENSES OR FEDERAL REGISTRATIONS FOR OVER 38,000 UNIQUE COMPANIES AND OVER 608,000 INDIVIDUAL LICENSED OR REGISTERED MLOS. --> CSBS ADMINISTERED APPROXIMATELY 93,000 SAFE MLO NATIONAL TESTS, REPRESENTING A 28% INCREASE OVER 2020. NMLS COURSE PROVIDERS ALSO DELIVERED OVER 2.4 MILLION HOURS OF PRELICENSURE EDUCATION AND 1.9 MILLION HOURS OF CONTINUING EDUCATION.--> TWO PUBLIC NMLS OMBUDSMAN MEETINGS INCLUDED MEMBERS FROM THE INDUSTRY. --> NMLS PROCESSING FEES REMAINED UNCHANGED FOR THE THIRTEENTH STRAIGHT YEAR OF SYSTEM OPERATIONS.
THE GOVERNMENT RELATIONS FUNCTION OF CSBS IS THE RESPONSIBILITY OF THE POLICY AND SUPERVISION DIVISION. THE DIVISION COVERS LEGISLATIVE ISSUES AND ADVOCACY, REGULATORY POLICY, BANK SUPERVISION PRACTICES AND COORDINATION, NONBANK SUPERVISION AND CONSUMER PROTECTION. THE WORK OF THE DIVISION FOCUSES ON THE DIVERSITY OF THE BANKING INDUSTRY, TAILORING REGULATION AND ENGAGING WITH FEDERAL REGULATORY PARTNERS. STAFF IS ALSO ENGAGED ON EFFORTS TO ENHANCE THE EFFECTIVENESS OF STATE SUPERVISION OF BANKS AND NONBANK ENTITIES, INCLUDING FINANCIAL TECHNOLOGY, OR FINTECH, COMPANIES. WE DEDICATE CONSIDERABLE TIME AND RESOURCES TO ASSISTING THE STATES IN THE COORDINATION OF MULTI-STATE SUPERVISION OF THE NONBANK MORTGAGE INDUSTRY WITH THE CONSUMER FINANCIAL PROTECTION BUREAU.COLLECTIVELY, OUR GOAL IS TO ENSURE THE STATE FINANCIAL REGULATORY SYSTEM IS STRONGLY REPRESENTED IN THE FORMATION OF FEDERAL PUBLIC POLICY. WE MEET THIS GOAL BY MAINTAINING REGULAR CONTACT WITH STATE SUPERVISORS TO BE AWARE OF CURRENT ISSUES AND COORDINATE BEST PRACTICES FOR THE BENEFIT OF THE SYSTEM.
COMMUNICATIONS SUPPORTS CSBS PRIORITIES THROUGH STRATEGY AND INFRASTRUCTURE; THE COMMUNICATIONS TEAM MANAGES AND STRENGTHENS CSBS'S VOICE, MESSAGING AND IDENTITY ACROSS AUDIENCES THROUGH MESSAGING, MEDIA RELATIONS, EDITORIAL CONTENT AND DIGITAL MARKETING, INCLUDING THE CSBS WEBSITE AND SOCIAL MEDIA CHANNELS.
