TO PROVIDE A DIVERSE VARIETY OF RECREATIONAL ACTIVITY OPPORTUNITIES FOR MIDDLE RIVER AREA RESIDENTS AND TO OFFER LEADERSHIP IN COORDINATING AND CORRELATING ALL THOSE ACTIVITIES OF SIMILAR NATURE IN THE COMMUNITY TO OBTAIN MAXIMUM BENEFIT FOR THE CITIZENS OF THE MIDDLE RIVER AREA WITHOUT REGARD TO RACE, CREED, COLOR, RELIGION, GENDER, OR NATIONAL ORIGIN.
