TO RAISE AWARENESS OF THE IMPORTANCE OF IMPLEMENTING APPROPRIATE AND ADEQUATE SAFETY PRECAUTIONS IN YOUTH SPORTS LEAGUES AND FACILITIES; TO PROVIDE YOUTH SPORTS LEAGUES AND FACILITIES WITH APPROPRIATE AND ADEQUATE SAFETY EQUIPMENT TO CONDUCT, OR PROVIDE FOR, INSTRUCTION AND TRAINING TO YOUTH SPORTS LEAGUES AND FACILITATE BEST PRACTICES TO PROTECT PARTICIPANTS, COACHES, AND SPECTATORS AT PRACTICES, GAMES, AND OTHER EVENTS; AND TO OCCASIONALLY PROVIDE MONETARY STIPENDS TO COLLEGE BOUND ATHLETES FROM LONG ISLAND, NEW YORK THAT EXEMPLIFY SPORTSMANSHIP, TEAMWORK, AND DEDICATION TO YOUTH SPORTS, IN HONOR OF THE LATE RICHARD BECHER.
