IS A VOLUNTARY CONSORTIUM OF SIX GOVERNMENTAL & PRIVATE NONPROFIT INSTITUTIONS WHICH ARE INVOLVED WITH THE DELIVERY OF HEALTH SERVICES, EDUCATION, AND RESEARCH. THESE SIX INSTITUTIONS ARE COMPRISED OF THREE CORE MEMBERS AND TWO ASSOCIATE MEMBERS. THE THREE CORE MEMBERS EACH APPOINT 2 REPRESENTATIVES TO THE BOARD WHO HAVE VOTING RIGHTS.
