THE MISSION OF CITIZENS RESEARCH COUNCIL IS TO PROMOTE THE DEVELOPMENT OF INFORMED PUBLIC POLICY AT ALL LEVELS OF MICHIGAN GOVERNMENT THROUGH THE DELIVERY OF FACTUAL AND UNBIASED ANALYSIS OF THE MOST CRITICAL ISSUES PERTINENT TO STATE AND LOCAL GOVERNMENT.

TWO PAPERS WERE PUBLISHED IN 2021 TO HELP DETROIT VOTERS FORMULATE THEIR VOTES ON BALLOT QUESTIONS PUT BEFORE THEM. IN JULY, OUR ANALYSIS OF THE PROPOSED CITY CHARTER ANALYZED THE PROPOSAL AGAINST THE CURRENT CHARTER AND PERCEIVED THE NEEDS OF CITY RESIDENTS. IN OCTOBER, OUR ANALYSES PROVIDED BACKGROUND AND CONTEXT FOR QUESTIONS RELATED TO ENTHOGENIC PLANTS, FORMATION OF A REPARATIONS TASKFORCE, AND EXPANDED INITIATIVE POWERS IN THE CITY CHARTER. THIS WAS FUNDED OUT OF GENERAL OPERATING SUPPORT.
MEETING THE MENTAL HEALTH NEEDS OF MICHIGAN YOUTH WITH SCHOOL BASED HEALTH SERVICES WAS PUBLISHED IN JUNE TO OFFER IDEAS AND BEST PRACTIVES TO SCHOOL LEADERS AND CONCERNED PARENTS. THIS WAS FUNDED OUT OF GENERAL OPERATING SUPPORT.
MICHIGAN'S OVERLAPPING PROPERTY TAX LIMITATIONS CREATE AN UNSUSTAINABLE MUNICIPAL FINANCE SYSTEM WAS PUBLISHED IN AUGUST TO HELP TAXPAYERS, LOCAL GOVERNMENT OFFICIALS, AND STATE POLICY MAKERS UNDERSTAND HOW MICHIGAN'S TWO PROPERTY TAX LIMITATIONS INTERACT AND THE CONSEQUENCES OF THEIR INTERACTIONS FOR LOCAL GOVERNMENT FINANCES AND TAXPAYERS.
