PROVIDE FOR THE CONTINUED DEVELOPMENT AND IMPLEMENTATION OF REGIONAL PLANS TO IMPROVE THE CAPACITY OF THE HEALTH CARE SYSTEM, INCLUDING HOSPITALS, EMERGENCY DEPARTMENTS, EMERGENCY MEDICAL SERVICE SYSTEMS, OUTPATIENT FACILITIES AND OTHER HEALTH CARE ENTITIES TO RESPOND TO INCIDENTS REQUIRING MASS IMMUNIZATIONS, ISOLATION, DECONTAMINATION, DIAGNOSIS AND TREATMENT, IN THE EVENT OF PUBLIC HEALTH EMERGENCIES. THE GRANT IS ADMINISTERED BY THE MICHIGAN DEPARTMENT OF HEALTH AND HUMAN SERVICES, OFFICE OF PUBLIC HEALTH PREPAREDNESS.
